About Healthcare Improvement Scotland
Healthcare Improvement Scotland is an organisation with many parts and one purpose - better
We improve health and care for the people of Scotland. Our vision is a health and care system where:
- people can access safe, effective, good quality, person-centred care when they need it

Our Directorates
Chief Executive’s Office
Includes our executive team, board and committees.
Community Engagement and System Redesign
Supports the engagement of people and communities in shaping health and care services in Scotland.
Evidence and Digital
Provides trusted evidence and advice to improve health and care for the people of Scotland. Includes the Scottish Medicines Consortium, the Scottish Health Technologies Group, the Scottish Intercollegiate Guidelines Network and the Scottish Antimicrobial Prescribing Group.
Quality Assurance and Regulation
Responsible for the quality assurance, inspection and appropriate regulation of healthcare in Scotland, including independent healthcare providers.
Medical and Safety
Works with the clinical community to ensure our work is clinically relevant and has the greatest impact on patient care.
Ensures everything HIS does is supported by the best possible clinical leadership and expertise from the medical, pharmacy and associated clinical professions. Delivers programmes of work related to medicines & pharmacy, patient safety and quality management.
Nursing and Systems Improvement
Provides professional support and leadership to encourage collaboration and drive improvement in care with multidisciplinary teams in HIS and the wider health and care system. Includes the Healthcare Staffing Programme and Excellence in Care.
Finance, Planning, Governance and Communications
Covers all our finance, planning, governance and communication functions.
People and Workplace
Includes our HR, learning and development and facilities functions
Learning and growing
Involving the public in their work is integral to everything they do. Their approach to public involvement is to ensure that they work with patients, carers and members of the public to help them:
- learn from the experiences of patients and carers
- ensure that health services are sensitive to the needs and preferences of patients
- enable the public to review the quality of the NHS.
