The Role
Glasgow City Council is recruiting three Commercial and Finance professionals to strengthen how it oversees and delivers value across its contract portfolio, including work with Managed Service Providers and future procurement activity.
You will be:
- Working closely with major digital programmes and key supplier relationships
- Supporting strategic investment and commercial decision-making
- Helping leaders understand risk, value and trade-offs
- Shaping commercial approaches that directly affect services and residents

About Digital Services
In September 2023, Glasgow City Council approved its Road to Multi-Source Strategy (R2MS), a long-term programme changing how digital and ICT services are delivered. The move shifts away from reliance on a single supplier to a model where services are split into individual towers and sourced from multiple providers over time.
A key part of the approach is the Council’s in-house Service Integration and Management (SIAM) function, which coordinates activity across suppliers and ensures services work together effectively. The new operating model went live on 1 April 2025 and is already showing progress. This includes extending the existing contract with the incumbent provider, appointing a new Network Services supplier, preparing for Compute and Storage services to go live in 2026, and strengthening oversight through SIAM.
To support this, Digital Services has been expanded and restructured to set direction, manage suppliers, coordinate change and ensure value.
Strong commercial and financial capability is central to making this model work.
